民资养老机构生存堪忧:盈利困难 扶持政策打折-搜狐新闻  民资养老机构的生存境况可能并不如外界想象的那么美。昨日,民政部公布了香港媒体对民政部部长李立国的专访,他承认我国养老机构经营发展困难,尤其是大部分民办养老机构是租赁房屋经营,租赁费用和物价逐年递增,多数面临经营困难。对于具体原因,李立国表示,除了部分地区养老机构建设用地紧张,特别是城镇老城区用地紧张、社区养老发展受限外,相关投融资支持政策也不健全,民办养老机构融资方式单一、融资对象狭窄、融资结构不合理等问题突出。   民资养老机构难盈利   据民政部社会福利中心副主任甄炳亮介绍,目前,我国民办养老机构已达到1.3万多家,较大比例都是“十二五”期间发展起来的。   虽然在全国范围内民办养老机构占养老机构总数比例至今仍未有确切统计,但在养老机构市场化改革推动较早的城市中,民办、公办机构占比已愈发接近。根据《北京养老产业发展报告(2015)》中公布的数据显示,自2006-2013年间,北京的公办、社会力量办养老机构数量差距明显缩小,截至2013年,北京公办、社会力量办养老机构数量分别为211家、199家,相差仅12家。   “从市场扩容情况和各级扶持政策来看,民办养老机构似乎遇到了一个十分美好的发展形势,但实际却并不像想象得那么完美。”上述负责人告诉北京商报记者。甄炳亮坦言,民办养老机构从新建、开业到老人入住比例提高需要一个过程,保守估计需要3-5年。业内专家表示,对于大多数怀揣美好愿景进入养老产业的社会资本来说,较长的回本周期、微薄的利润是它们需要咬牙迈过的一道坎。北京市民政局近日曾公布数据显示,本市有171家机构在调查中反馈了运营情况,58家明确表示亏损,占33.9%;收支相抵或略有盈余的有108家,占63.1%;盈利的有5家,仅占3%,亏损情况严重在顺义、怀柔、昌平等区比较普遍。   融资难与扶持政策打折扣   其实,在民政部本次公布我国民办养老机构经营状况前,北京市民政局曾发布《北京市养老机构入住率调查研究报告》(以下简称《报告》),其中也明确指出,北京的民办养老机构发展面临困境。   对于经营困难的原因,李立国认为,多数民办养老机构属于民办非企业单位,根据现行法规没有贷款资格,而民办营利性养老机构又由于经营能力等原因,很难满足企业治理、盈利能力、现金流等授信准入条件,利用金融、保险等新型融资渠道尚处于起步阶段,融资方式单一、融资对象狭窄、融资结构不合理等问题突出。   而北京市民政局在《报告》中还进一步分析称,现有扶持政策力度不够、老人入住机构的资金支出预期与机构实际收费不匹配等都是导致经营困难的主要原因。具体来说,虽然北京已在土地使用、建设资金、运营补贴、水电气等方面出台了优惠政策,但扶持政策普遍存在享受条件较高、审批周期较长等问题,落实力度及覆盖面有限。比如,市发改部门针对社会力量兴办养老机构的一次性扶持政策,由于使用的是市固定资产投资,需要经营者出具自有房产或土地的证明,且严格履行为期18个月的第三方审批评估程序,到目前为止只有8家机构享受到了政策补贴。市政府明确养老机构享受水电气暖居民价,基层企业每每以上级主管部门没有发文为由延缓执行,部分农村地区机构一年的取暖费用超过20万元,成为沉重负担。限于政策理解和实际执行困难等原因,营利性养老机构基本没有享受到相关扶持政策,仅仅将民办非营业性企业作为养老扶持政策的享受对象,显得标准单一,监管也难以落实到位。   政府鼓励范围亟待扩容   虽然政府将产业更多地放手给市场是未来的大趋势,但在养老产业发展初期,政府势必不能马上撒手不管。对于民办养老机构面临的困境,北京市民政局在《报告》中建议,政府要加大对民办养老机构的扶持力度。从土地、税收、补贴等方面探索给予民营养老机构支持政策,降低民办养老机构的运营成本。具体来说,出台社会力量一次性建设经费支持的长效政策,破解投入大、成本高、运营困难、规划调整难、审批周期长等难题;调整养老机构建设与运营资助政策,将养老机构建设资助与运营资助政策补贴范围扩大到经民政部门许可的企业法人的养老机构,提升企业性质养老机构的入住率;出台针对品牌化、连锁化的养老服务机构的扶持或奖励政策等。   其中对于养老机构普遍反映的营利性养老机构难以享受大多数优惠政策方面,有企业建议中央、地方应对营业性养老机构除减免营业税外,参照非营利性养老机构,减免房产税、土地所得税、企业所得税等,这将大大增加社会资本投建养老机构的信心和积极性,吸引更多徘徊在市场边缘的资本投身这一行业。   北京商报记者 蒋梦惟相关的主题文章:
